SPECIAL CALLED MEETING
SEYMOUR CITY COUNCIL
SEPTEMBER 8, 2009


A Special Called Council Meeting was held at 7:00 p.m., Tuesday, September 8, 2009,
at the Portwood Arts and Civic Center, 800 E. Morris, Seymour, Texas 76380.

Call to Order/Roll Call
by Mayor Ronald B. Reeves at 7:05 p.m.

Council Present:
Mayor Ronald B. Reeves, MPT Sid Winn, Council Member Nan Gilbert-Mathis,
Council Member Billy Henricks and Council Member David Horton.

Council Absent:
Donald G. Coltharp

Staff Present:
City Secretary Conchita Torrez

Guest:
County Commissioners Travis Clark, Ronnie Piatt, Chuck Morris,
Judge Linda Rogers and Joe Gambill.

Pledge of Allegiance:
Mayor Reeves led the Pledge of Allegiance.

1. Receive and discuss information from Joe Gamble with
Nortex Regional Planning Commission, regarding the
Economically Distressed Areas Program. (EDAP)


Mayor Reeves expressed his appreciation to the County Commissioners and Judge Rogers
for attending the meeting. He introduced Mr. Gamble and thanked him for taking the time
to come out and explain the EDAP program to the county as well as council.

Mr. Gamble thanked the Council for allowing him to come and give a brief explanation
regarding the EDAP Program and how it works. He went on to state that the EDAP is fairly
new in our part of the world, with this program being in place for a great number of years
in the South Texas Region. The Texas Water Development Board has decided that it is a
good program that helps in the water/wastewater areas to correct problems that they
are now trying to introduce it to the northern counties.

The program provides financial assistance in the form of a grant, or a combination grant/loan
to provide water and wastewater services to economically distressed areas to meet
the minimal needs of residents. The program includes measures to prevent future
substandard development. The EDAP can fund planning, land acquisition, design,
construction for new service or improvements to water supply and wastewater
collection and treatment works, including all necessary engineering works.

Mr. Gamble made us aware that the City of Seymour could
very well qualify for this type of grant.

He thanked Council for allowing him to come and explain the program.
After several questions from the County and Council, Mayor Reeves once again thanked him.

Motion:
MPT Winn made a motion to adjourn at 7:50 p.m.,
followed by a second by Council Member Henricks.

Vote on Motion:
passed unanimously.
